The recent issuance of Executive Order 14420, Declaring a National Emergency to Secure the United States Bulk-Power System, highlights a growing national concern: reliable electricity is no longer just an economic issue. It is a matter of national security, public safety, and community resilience.

Over the past several years, Texas has experienced some of the most significant energy reliability challenges in the nation. Winter Storm Uri exposed vulnerabilities across the electric system. Hurricanes along the Gulf Coast have repeatedly disrupted power to millions of residents and businesses. Record-breaking summer heat has pushed electricity demand to historic levels, leading ERCOT to issue multiple conservation appeals as the state worked to maintain grid stability.
At the same time, Texas continues to experience tremendous economic growth. New manufacturing facilities, data centers, industrial projects, and population growth are increasing electricity demand at an unprecedented pace. These investments recognize a simple truth: communities cannot afford to lose access to water, wastewater treatment, emergency response, healthcare, and other critical services during an extended outage.
